Video coding process is consisting of two parts of (encoding and decoding) the digital video scenes. Thedigital video is a illustration or representation of many scenes that told different stories. It captured fromdigital video camera and stored in a memory, so we can send video to another person through the inter-net. The translation of this type of videos needs a high bandwidth, high speed and huge amount of mem-ory due to a huge amount of data to be translate. In the other side, the person needs to receive the videoin a high accuracy, so we need a new way to achieve these options. H.264 advance video coding is a newtechnical leap to reduce the video size through the translation by compressing the original video anddecompress the translated video at the receiver side to gain the same original video. The aim of the pro-ject is to achieve all these properties by building the encoder and decoder blocks of H.264 AV/C by usingMATLAB

the world expanded around us and increased the popularityof the Internet by sending receiving, uploading ordownloading the high definition videos, it was necessary touse a good technology to reduce the size of the dedicatedvideo and specialized high-quality one. If the videos are sendor receive, they need a wide bandwidth to capture this amountof information in the video. Based on the above, theH.264/AVC is a good technology that gives great results forencoding and decoding videos. This technology wasdeveloped jointly by (ITU-T) InternationalTelecommunication Union–TelecommunicationStandardization, and (ISO) International Organization forStandardization.Our work involves applying the encoding and decodingprocess of the standard using MATLAB (2013Ra) program.The work is focusing in inter frame prediction using the(IBBB) frame pattern. The video that was subjected toencoding and decoding processing was (Xylophone videoname) with (240X320) size and (30f/sec) as a bit Rate
